If you don't have any literature yet, check to see if there are any printed voltage test points around the power supply.
Also see if the switching power supply transistor is oscillating and producing voltage. Check to see that your standby voltages are present and clean (no noise, ripple)
On one rare occasion I saw an older vcr that would not turn on until the jammed mechanism was completely reset to the ready position. Don't know if that applies here or not but its worth a shot. Gota love cam driven systems. Gimmie the old RCA or panasonic top loaders with piano keys any day - until you have to take em apart to service them that is!
