My Dad has three of these - I seem to recall when you go to either rejuvenate or C/B, the meter still reads the emission. When you press the button, the meter reading drops, except when the CRT neck starts arcing - then it "dances" around.
The 480 seems close if I recall - a PDF of it's service manual is attached. I'll see if Dad has a copy of the manual I can get for you - by the way, it's a 5X8" and has a green cover - I left it in a customers house once and had to backtrack a day later to get it. The customer was worried the most about it!
