The FCC just fined several cable companies for "stealing" peoples analog channels. See:

I am not sure this will do any good. So far Time Warner has stolen 3 of my channels.
As soon as I get another means for high speed internet in my neighborhood, I am going to ditch Time Warner for satellite.
