Lots of times you can decipher the maker of a Wards set from the model number, WGC1234 would be Wells-Gardner, ADM1234 is Admiral, etc. Some are trickier. Here I would guess WG.
I think what they often would do is list a table model and then for maybe $10 extra they would sell you the "kit" to make it into a console, the kit consisting of the 4 legs.
I would expect such a set to be a middling performer, with a picture that might compare with a CTC-12 through 16. Audio would be a weakness.
