As far as I know Zenith never used the 6JE6 (9-pin Novar tube) as a factory design...the only non-octal H.O. tubes used on Zeniths appear to be 12-pin compactron bases.
There have been times when I converted a set that used an odd ball tube to something more common to simplify replacement (and future replacement)...this may be what happened here.
