I bought the combo version of that set for 1.00 on ebay just a few weeks ago.

Good grief! Seven hundred dollars used is probably less than this set sold for when it was new in 1967, but still I agree with you--even that is too high for a used set which may or may not work. The seller must need money badly and quickly, perhaps not in that order, if he/she is asking that much as a BIN amount.

Someone mentioned in another post further along in this thread that this TV may not even be working, although if it's a fixer-upper or outright junk I'd at least expect the BIN to be some reasonable amount. Maybe the seller is basing his/her sky-high BIN on the type and condition of the cabinet, which is a fine piece of furniture in its own right...who knows?
