I don't think any country used NTSC at 4.43Mhz. But some CCTV and consumer equipment could produce it. Back about 10 years ago I worked for Samsung, developing a TV decoder chip that would do NTSC, PAL, and SECAM. It would identify automatically what standard was being received, and adjust itself accordingly. It could do NTSC at 4.43 if it ever saw it.

I think some country in South America does PAL with a subcarrier near 3.58MHz.
