I believe we have P4 phosphor in inventory at the Early Television Museum. Whether there's still a source for it is another question.

There is a video somewhere ( I tried looking at ETF for it but didn't find it) taken a RACS in France. It shows how they deposited new phosphor. Two different clear solutions are mixed by pouring them into the CRT bottle. The chemicals react and form a white power in the solution,which is allows too settle to the bottom where the screen is. After a while the solution is carefully poured out and the bottle dried.

Thanks for locating the video.
They had some pretty lax safety procedures. Not a very good idea to be smoking while handling chemicals (France of course). Using food containers to mix chemicals (with the labels still on) isn't a wise thing to do either. OSHA would have shut them down in the U.S.
