Panasonic NV-3160 slow running take up reel

Hi - wondering if anyone has come across this before. My NV-3160 has a slow running take up reel. The clutch assembly seems all OK, with nothing slipping, but the reel table doesn't spin fast enough with a 7" reel on it to take up the tape.

Bad take up reel motor? Voltage seems all ok to motor.
