Somehow i managed to do this.

So i took my sylvania *halolight* radio, and speaker out
to look at the if cans that need replaced, and i turn the thing on and?
whats that somehow magicly out of nowhere it doesnt hum anymore?
it still picks up stations loud and clear, and NO HUM!
what the heck happened?

The electrolytics reformed but they are still very likely to short again. And you can't tell if a can needs replacing by looking at it

yes i know the IF cans were allready determined bad by a volt meter

IF cans ? I think you are mixing terms. IF cans are the transformers coupling the Intermediate Frequency amplifier stages.

Also you really can't properly test electrolytic capacitors with a voltmeter. You need to use a capacitor tester that put the full working voltage (e.g. 450 volts) across the cap and checks for open, shorts and leakage.
