To recap or not to recap

I have a '83 zenith in my bedroom that I use nightly and during the day that claims to be made in Springfield MO recently if I don't use it every few days it will develop horizontal bars on the screen that scroll but they go away quickly. It could also stand from my point of view to have the linearity touched up a lot. But I don't know how to do that can someone please explain?

Two dark horizontal bars appearing at a time? If so, the main filters are going open.

Yeah I believe that's it but there is no 60hz him through the speaker. I had a picture but I can't find it anymore. Lots of caps in these boards I might need to get me an ear meter

Filters going bad won't always hurt the audio: you can have good audio and a messed up picture.
