RGB blotches
 

I was showing a friend a picture of the moon I took some time ago, that was on my Roku box, and it was on my old TV.

Well the picture looked awesome on it, however on the right side, were these red green and blue blotches. It was weird. If I moved the picture to the left, it moved to the right, and if I moved the picture to the right, it moved towards the left until it disappeared in the middle of the screen.

Is it just a reflection off the inside of the bell of the CRT?

EDIT: And no, the contrast isn't set that high, I just had to have the camera on a 1 1/2 second shutter speed, to see the blotches.
