Rca ctc-185 squeal

I have a 19" RCA Colortrac that has a great picture, and works well, but has an odd (to me) problem. It has a squeal when turned OFF.
When the set is off, I can hear a whine/squeal noise. When you turn it ON it goes away. I've never had a set do this. What's the deal?
