First, don't plug the set in while it's in this state. You will blow the power supply.
You should be able to get a HOT and flyback from www.tritronicsinc.com or www.mcmelectronics.com. If possible, try to get an original RCA or HR Diemen replacement. Some of those cheap generics will only bite you in the butt.
Remove the shorted HOT and flyback and the set should power up and talk if everything else is OK.
Also, there is a coil that connects to the base terminal of the HOT that should be resoldered. For best results, remove the coil, scrape off any glue from the coil terminals, clean out the holes on the PC board, reinsert the coil and resolder it to the board. These coils are prone to develop intermittent contact and cause erratic HV. Over time, this condition will blow the HOT.
Those were pretty good sets except for the flyback failures. In fact, flybacks are a high failure part in most recent RCA sets.
