As the title suggests, I have a 1951 rca console. It’s an early rectangular set with the kcs 66 chassis. It uses a very specific rectangular metal tube which unfortunately is very weak . I only have a known good 17HP4 glass tube , everything seems like it would work, however upon powering it up, the set refuses to develop high voltage, I can’t seem to figure out why. It has no problem generating high voltage with the old metal CRT.
Has anyone had experience converting metal tubes to glass before? I’m

I don't have experience doing that kind of tube replacement, but, are you connecting
the HV line to the button on the side of the glass tube? Not sure why it would
not work, unless somehow you have not connected the HV lead correctly.
Or the wire broke off in the base of the 1b3 and you did not notice it....

With the CRT disconnected the HV comes back. There’s no shorts in the tube. Either

Completely disconnected? or just the base connection or hv connector? :scratch2:

Does the neck or areas between gun elements light up purple in a dark room? I've owned a couple of gassy CRTs before and while they would test excellent on emissions and give you more cutoff than you knew what to do with (a tipoff to the presence of gas) when hooked to a working chassis the necks would glow purple and they'd lug down the HV severely and the flyback would scream for mercy.
