I somehow lucked into a NEC CM-1915A, a composite stereo monitor from 1985, but it's got some weird problems I don't really understand? I am getting voltage to the tube it seems, it blinks when powered on and off, but I get absolutely no picture whether I have a video input plugged in or not, and no sound either.
Any ideas of what I should check? I've never had a CRT give me no picture at all before.

Do you get anything on the screen if you turn up the G2 (screen) control ? No video or audio may point to a power supply issue. Most secondary voltages are taken off the flyback. Check for bad PC connections and burned fuse type resistors off the flyback.
Is this a TV with jacks or a pure monitor ? Only RCA jacks ?

Only RCA jacks, and no TV tuner. Has two sets of video/audio in jacks and a set of video/audio out.
Check the RCA jacks first for cold joints & cracked PCB.
Most better sets go to blue or black screen & mute the audio
if they see no hoz sync. Only thing you will have is
OSD if it has it.
