Definitely looks either American or German without telling the size I'm going to say it's probably an off brand of the Pilot TV brand. I'm still thinking more American than European because you can just about make out some wording in the blue part that says 100k so I'm thinking it's setting on a blueprint so it could be a kit also would it be possible to post a picture of the entire image or page

Not the set in question but some small tabletops from Europe similar in appearance
Edison64 may be correct either a Kit TV or prototype?
