I showed this in a earlier post in the crt section when i picked this and a 1964 Zenith tv up for free some weeks back. It will rewind and fast forward but that's about it. I also notice a noise when i turn it on. It sounds like something running or turning. I thought a belt had broke or come off but everythings in place.

There's a loading completion switch that has to close once the tape is fully loaded around the cylinder for the pinch solenoid to engage. I'd suspect a slipping loading belt. Maybe you'll get lucky and that's all it will be. Also from your other post I think you mention the head cylinder spins when powered on? Shouldn't be spinning when it's stopped.

Yeah i definitely hear something turning as soon as powered on.
