Looks to me like a plain old RCA b&w 12" portable TV. I don't know where the seller ever got the idea it is a color set. If it were a color TV, it would be a lot larger, since in the late '70s even solid-state color sets were larger than later models. I had a great-aunt who owned an RCA color portable, and hers was far larger than the set shown in that eBay listing, both in cabinet size and, if I remember correctly, screen size as well.

I have an RCA 12" B&W just like that one and I think it's from '81 (even though they made that same set for years). I also have the slightly older RCA 12" B&W, the one that a tunerless version was offered for use with the first Radio Shack TRS80 computers.
