Sounds like a shop around here that made their money off of up front check-out fees. They'd charge a high up front check out fee and keep the set while making up some story about the parts being NLA, etc. Someone I know went thru that and after several months of excuses, he demanded his set. It was buried in a pile of other sets; but, he refused to leave without his TV. He took the set to someone who was running a small shop as a sideline business (this happened before I knew him) and he had the set going within 30 minutes. It appeared that the first shop didn't even pull the back.

Why do I get the feeling we know this fellow?

I worked in a city shop like this in the summer of '80. The owner had a few 7+7s every afternoon, he could still drive the yellow '67 GMC van but I had to climb on rooftops to do the antenna work. The shop looked VERY similar but he dint charge up front, just took every POS that somebody promised they'd be back for. I worked on most of em that were sitting around for months, helping him catch up. He did have a strict cash policy, so he ended up owning many sets. I ventured into the basement and selected A CTC9, CTC7 and some other gems asr payment. Had roaches coming out of some sets as soon as they were in the door, they must have felt safe there.
