Probably a B&W set, likely it changed channels only and there could have been a position between channels 13 and 2 that was "power off".

I might want that remote control to also use as a joke to hand to anyone at my house who says "You have too many remote controls and they are all too complicated!", besides keeping it for historic reasons.

Which works just as you described....it changes channels and there's an off position between channels 13 and 2.

Here's the set it operates....a 1959 Hoffman.

Interesting set, and the remote control appears to be identical, but with the Hoffman name on a plastic plate covering the RCA logo maybe?

What is the little "Light Scope" badge on the Hoffman? IR or a fraudulent name for a tuning fork arrangement?

Probably a Photocell for the automatic brightness control, Magnavox had that too about that time.

Yes...that's exactly what it is. It's a photocell that varies the screen brightness in relation to the room brightness level.
