You can use a heater from a normal/common signal tube as a dummy load...Just look for one with the same voltage and current draw as a CRT you'd like to test.

A friend has a beltron and thy do indeed help but on the 8 crts that we did two of them were doing what was described with the lights issue and no matter what was done couldn't get much out of the two picture tubes , so I guess it means that sometimes there's nothing you can do , if it's dead it's dead.
