zenith vertical

i have a zenith 21 roundie 25lc20- set has a vertical problem-top vertical is adjustable and will fill screen. bottom is about 2-3 inches short. output tube is good and so is oscillator. checked a few caps all seems to be working properly.just not enough vertical to fill screen. what am i missing? don t wan t to let this one sit too long. thanks
