Mission Impossible 3 vhs

I recently picked this up for my vhs collection. Like many other tapes, it says 'promotional use only' and so on, but....I have never seen this film on tape before. Also, the package says 'available on dvd only'. Has anyone else ever run into titles that appear to have never been official vhs releases?
