Read today in Broadcast Engineering that WRGB, Schenectady, NY has been operating under a "failing station" waiver from the FCC which allows it to be part of a newly created duopoly. Originally W2XB, the General Electric experimental station, and on channel 6 (with the exception of the DTV transition) and an early NBC-TV affiliate (now CBS), and the first TV atop Helderberg Mountain, is being combined with WCWN, channel 43, which is another "failing station".
