If I see correctly, in this equipment, the "dot" marking seems to be the negative, so the caps seems to be correct, unless I missed some...

About testing the realy, you can monitore if the relay is being activated, mesuring the 2 terminals most below in your relay solder side photo (the ones most far from the others). It have 2 pins grouped close upper left, another 2 pins close in upper right, and 2 pins more far from each other, below. The most far normally are the coil. It also needs to have some resistance from coil.
When VCR circuits activates the relay, a voltage must apperas at the coil terminals.
