how can i fix a 1950s sylvania halolight combo record changer thats stuck

That is too general a question. What model record changer, and what's stuck? Usually these things are easily repaired by disassembly and cleaning, with judicious use of lubrication.

That's a VM make. You have to take it apart to free up the gummed up parts. Clean with alcohol, make sure nothing is bent, and reassemble.
