I think this is how it would work. The 2nd highest bid was $9,277, the 3rd was $5,200. So if no one bid $70k, then it would have gone to the 2nd highest guy for $100 over $5,200 = $5,300. But I don't think that the seller and the 2nd highest bidder would now have to necessarily agree on that exact price.
