Maybe not, but I believe a few had already contacted the seller to see if there was anything worth saving. Phil got one of them, I think.

I think Eric H did too, and so have I now (the 21CEP4)
They've relisted them several times and the inventory varies. I don't recall a 16GP4 last time around. Makes me wonder what else might turn up ?

I never heard back via e-mail and they didn't answer their phone Thursday or Friday, NOW they put up the 21's and hopefully the one I need is still there...

Yes, I got a 17BP4 from them in December. Very nice.

Caveat emptor on NOS can caps. They might be as funky as any electrolytic that sat in a TV for the same number of decades.

Will a 21AMP4 sub for 21BSP4?

It would be interesting to see if that is the case but I'm not willing to part with nine bucks plus to prove it one way or the other. The question being do the old can caps go bad just by sitting there or do the go bad through some years of use and then just sitting there.

From what I've read and experienced they do go bad just sitting on a shelf. Especially if stored in extreme environments. The problem is the electrolyte breaks down or dries out.
