Philco Safari No raster, sound maybe

I picked up 2 Safaris recently. One is complete with hood and has picture and sound. Ill be ordering caps for it soon. The second is missing hood, battery timer knob, and cheater cord.

This one also has no raster and makes scratchy noises when the volume pot is rotated.

I have checked:
No B+ at 128
No +11 at 132
No HV at CRT
Heater on CRT is good
Junction of C1/L22 is -9v
Sams says its most likely X16,17,18, damper diode, V1-3.

which end of this string should I start at and is it just measuring voltages or is pull component and check in my transitor checker...this is my first transistor tv repair.
