Well clearly your audio section is functioning. If you can manualy adjust the tuning cap with out getting shocked that will tell you more about the operational status of the RF/IF circcuits. The some of original paper caps could be open or shorted and cause a no signal condition (tubes, open coils, etc. can cause no signal to be fed to the audio amp as well).
Some sets have fairly simple dial string configurations and can be figured out with out a diagram (this becomes especially easy if the original dial string is still mostly there). I'm sure it will come back to life if you just keep chiping away at the trouble spots.

Howard Sams published a series of dial cord stringing guides. Your set is included in volume 1 and is diagram 458. Now, all you need to do is find someone with that book! I have volume 2 in front of me, which doesn't do us much good.

All my Sams that cover Silvertone are for models in the 6000 and 7000 series so yours is older.

Look around Nostalgia air at sears models 7038,7048,7067 and 7069. Those sets are all built by Colonial and stringing should be simular to yours.
