Not to derail the thread, but I had a circa 1998-99 PC monitor do this. It's too heavy to lug out, but I believe the streaks were blue.

In a CRT monitor (or a solid state TV), that kind of streaking affecting only one color is generally due to the driver transistor for that gun going into saturation. It's usually because that gun's emission is weak and somebody has cranked up the drive to compensate.
