As a past super bike race mechanic and pit crew,that Vid looks like the "isl of man tt " race.I think the rider experienced a "tank slapper" ( where the bike gets into a powerfull unstable oscillation ) and his hands were forced off the handlebars by the g forces and thus,the crash.I hope he wasn't injured badly.
