TBC re-inserts sync pulses only, and will cure picture tearing & jitters.
The nifty item I used to use was a Tektronix VITS200 inserter.
Unit allows you to block, pass, or insert test signals on any line in the VBI.
Also has TBC & ghost cancellation.
