Well I actually have all the paperwork for this unit but to calibrate it correctly an oscilloscope is needed.

I doubt there is any "calibration" to be done. Rather, you need to get it basically working if it's not (the usual check capacitors and tubes), check the horizontal frequency and that the color crystal oscillator is running, check any resistor values that may be involved in setting relative sync, chroma, and video levels, and so forth.

Here is a photo with the calibration controls marked. This is a WR64B which is similar to yours.

I forgot that this unit counts down both V and H sweep from 189 kHz.
Interlace always seemed like overkill for the purposes of this device, but the countdown does have the advantage that you will know how many crosshatch lines you should see on the screen.

Well yes this unit is old and it does work but I thought maybe by now it would have needed something by now so it could probably use new caps and resistors tubes are good. I guess this is no better then a 1960 color set needing caps and resistors.

It will definitely need new electrolytic capacitors, and the other caps should be checked.

And install a line fuse...
 
They didn't come with one.
Some of these might have been kits from RCA institutes in the 60's.
I hope you didn't pay for it. I see some of these on Ebay for exhorbitant prices.
A much better one is the Heathkit IG5240.
