Velodyne HGS-15X THX Ultra 2 sub making noise when turned on

Anyone know what's causing this sub to make noise after the relay click? Below is a 7 second clip with audio on YouTube and in the pictures, I've circled the inly visible thing I could find. Could this be the cause?

What is it ???
May be normal heat damage.

Just a 3 terminal 12 volt regulator. I don't know if it's normal or what. I'm trying to figure out the cause of the noise as shown in my youtube video.
